If you are a foreigner, you get charged more by the locals. That is all. I do not know why but they seem to bill foreigners differently

A nice place to live unless you break the law either intentionally or unintentionally. The legal system is corrupt and the jails are hell holes. If you are wealthy and can afford a good lawyer there if you run into trouble and can afford payoffs, then you will be fine. Otherwise consider somewhere else.
