The Philippines is a majority English speaking nation . For that reason alone I would pick the Philippines. They both offer a substantial cost of living decrease and your money in both countries would get you a lot more for your money. They are both wonderful tropical countries to travel around and explore and both have great food to offer. I am not much of a city person so I would pick the outer country settings in either country to live in. Thailand overall is it bit cleaner and slightly more modern overall with better infrastructure but it is politically more unstable and in retirement stability would count a lot. The Philippines is more westernized and would be offer more familiarity with how things work, generally getting around, and socializing but maybe not in every case. Still my choice would be the Philippines but that is not necessarily saying it is better than Thailand just more convenient

The Philippines Best value for money for living, working, investment and finally retirement is the PHIILIPPINES. The cost of living in the Philippines is one of the lowest in the world even lower than in Vietnam, according to Peddicord. There are many cities in the country where many expats lived. In the Dumaguete alone there are 4,000 expats live (and some scuba dive), renting a one bedroom apartment costs just over $200 per month, according to Cost of Living, or you can buy one for under $40 per square foot. Cebu is another choice for retirees, Bonifacio Global City, Ortigas, Ayala Alabang South, and Makati, a safe part of Metro Manila, has access to everything a retiree would want – excellent shopping malls, excellent healthcare, sport facilities, proximity to beaches , golf courses, regatta, and outdoor activities plus the expected big-city cultural features. Makati , Ortigas, Ayala Alabang and the improving Manila is also considered an excellent market for real estate investment. Another Philippines destination to watch is Tagaytay, with its year-round cool climate, a location just 34 miles from Manila and spectacular scenery, including a volcano that rises up from the middle of Taal Lake. Conclusion If you’re considering Asia as a retirement destination, you will find cities in the Philippines with substantial expat communities where English is widely spoken and other locales that are just beginning to catch on with retirees looking to live an interesting life inexpensively. If you choose Philippines, you need not immerse yourself in a culture and language that may be quite different from your own. Filipinos are kind, cooperative, smart and hospitable!
