You don’t want to retire to a small town. You will want nothing less than a 4th class city. Class designation is based on the city’s income and thus your relative comfort level. A small town by Filipino standards will probably have you living in some rather primitive conditions. In my opinion you will get your best bang for the buck as a retiree in Davao City or more precisely one of the less populated barangays outside of the central city like Cabantian or Mintal or if you don’t mind spending the money Toril or even Samal Island.
