Well, not if you live slightly uphill somewhere here haha. I’m not a foreign retiree but I live in a house where the street is slightly just uphill so when it was ever flooding and engulfing houses everywhere in other cities around Metro Manila in the worst typhoons (like typhoon Ondoy) some years back, I just looked out the window and funnily observed my street just slightly flooded like a rushing river flowing down at the end of the street somewhere whilst some random umbrella floats about the street. Funnily enough, the sidewalks in my street were high enough that it didn’t get flooded so it was kinda like venice for me and my neighbors except it was a rushing river. Though, of course it was sad for other people elsewhere who may have lost a house or gotten flooded but anyways, if you do ever wanna retire somewhere in Metro Manila, you could I guess if you picked a nice place to live in a nice neighborhood where it wouldn’t get flooded and possibly you wouldn’t come out to meet city pollution or traffic congestion which is frequently complained and hated about deeper within the denser parts of the inner cities. Perhaps, the surrounding less dense areas could be a nice midpoint between the bad crowded parts of Metro Manila and the more mellow parts, all while having the services that the capital can easily provide still being there.

In reality, most of the cities in Metro Manila are not prone to flooding. Below is the 5 year flood hazards in most of Metro Manila. If you notice, you would see a few red spots near San Mateo to Marikina. Marikina is one of most damaged cities in Metro Manila during Ondoy (the worst flooding disasters in Metro Manila in recent history). Other than Marikina and Pasig, it was generally calm and smooth. If you plan to retire in Manila and not worry about flooding, check the flood maps first. In my home, there was not a single foot of flooding during Ondoy. So, no it’s not a bad place to retire if your only concern is flooding.
