Can a US citizen live permanently in the Philippines? Short answer: yes. Long answer: There are three basic routes in: marriage, retirement and tourist. If you want to avoid the paperwork, you can even, effectively, live there as just a tourist, although you have to keep renewing your registration every few months for three years. Then you step out for a day and then start all over again for another 3 years and so on. Retirement is probably easiest: If you are over 35 (thirty-five) years old and have US$50,000 saved up you are in. When you get to 50 years old it drops to US$20,000. There are even cheaper options if you meet certain requirements. And there is even an option if you are not so healthy too. Check out their retirement web site. SRRV – Philippine Retirement Authority It’s a beautiful country. Parts of Manila are nice. I personally prefer Cebu, but there are plenty of other options too. You can’t buy landed property, but you can buy condos, which sell (new) anywhere from US$25,000 to US$250,000+ for a studio (30m2). Cost of living depends on your lifestyle of course, but you’ll have to work to spend more than $2,000/mo, and can survive (but not great) on less than $1,000/mo if necessary. Good luck
