There is no simple answer but I'll try, there is a old saying “what bad in the Philippines, the corruption, what's good in the Philippines, the corruption" The Philippines legal system is a antique of times long past, rarely do the police investigate crimes unless forced to do so. If there is no complainant then rarely is the crime investigated, often the police lack the financial resources even to travel from point to point to complete a investigation. Old saying money talks, I have seen families of victims paid as little as 100 dollars for the death of a loved one to not press charges.

At street level I would not try it. The Philippines has good police on the streets. Far better than U.S. cops are. Once in jail. You may be made a offer from higher up. It seems the higher up the food chain. The more corrupt things become. Much once above street level much is based on the old Spanish system. Pay of the priest & he can make miricals happen.
