Data from the NCRPO showed there were 1,144 murder cases for January to September in 2016 and 1,295 for the same months in 2017. There were 592 murders in 2018 and 458 in 2019, also covering the months of January to September. But even as murders soared, the data also showed that the total crime incidents in Metro Manila have decreased by 62% — from 131,839 under the time of Aquino to 49,835 under the Duterte administration. Specifically, crimes against persons — which include homicide, physical injury, and rape — went down by 49% from 35,836 during Aquino’s time to 18,184 under President Duterte. Meanwhile, crimes against properties — such as robbery, theft, and carnapping — also went down from 96,003 under the Aquino administration to 31,651 under the Duterte administration, which is a decrease of 67%.[1] The lower crime volume attributed to the Duterte administration’s campaign against illegal drugs and to the strict enforcement of city ordinances. Most of the crimes being committed are associated or are with the involvement of illegal drugs. That’s where the administration focused. The crime of small, poor people is minimize, I mean. The most dangerous situation in the Philippines is not solved. Some rules of Spanish conquerer are active 1800 to 2019 and promote corruption and crime in some Regional Departments, of Officials like Mayor, Governor, Police, LTO-Official. 2. What is kidnapping ? False imprisonment/deprivation of personal liberty ? I kind of terrorism ? We IMP & II observed 2000 to 2019 around the Philippines and 2015 we got the information of some lawyers, victims ….. that the Spanish Conquerer Rules promote a Regional Hall of Justice Syndicate. This syndicate pay money to PO2, PO3 Police and they give the “advice” to the young PO1 Police, to construct with lies criminal cases. If you go around the streets and one Police talk, that you beat him, you are in the dirty, unhygienic Police Arrest with criminal individuals. With 100 of this cases, a triangle of judge – prosecutor and private lawyer generate an illegal 4.000.000 Peso extra income. The Private Lawyer have to follow, what a psychopath, corrupt, criminal Judge like and if the Private Lawyer don’t follow, he get a warning, that his license for the home court will be annulled. In this situation, a regular, fair case procedure is not possible. What we documented: if a wife like to kill the foreign husband, she can hire a group of police to kill him. A simple primitive lie of a Filipino and a foreigner is in the police arrest oder prison and the judge, prosecutor don’t ask the foreigner, what was the situation = automatic guilty to be a victim of a “lord” about land and people. The feudal structure demolish the reputation of the Philippines and the world know, if you invest in the Philippines, mostly you lose your investment, because a corrupt, crime Mayor, Governor blackmail the investor. This nice country with nice, friendly Filipinos and Foreigners have to suffer this bad life conditions in the Philippines. Former Politicians under Arroyo place some contra productive rules, law to steal the money of the poor people. We can write a book about the Philippines 2000 – 2019 ….. it’s a dangerous country. The descendants of Spanish conquerer, who killed Dr. Jose Rizal are still active in the society. President Rodrigo Duterte have a hard job, to minimize the dominance of psychopaths.
