A lot of the answers below already showed you that, not only is it a crime (and I don't know why it shouldn't be), but also quote to you the relevant law that says so. I'm wondering why you're asking such an obvious question, so I'm thinking that you probably want to ask why it happens. If you hear our news right, it happens a lot. So much that it's actually harder to hear of an incident where bribery didn't happen. Part of that has something to do with a sad part of our current culture in that if you can get away with it, that's okay. There are very many creative ways to do bribes in this country, like making use of table drawers or putting the cash inside one's license (which is in a plastic case that folds like a clamshell). In one highway, bribes by trucks to not get inspected by the checkpoint are thrown out of the windows to be picked up by strays who give them to the cops. Gift checks are also a nice way to disguise a bribe as a gift. People benefit, that's why it's so rampant. And some of these people eventually get powerful protection. If it's become systemic, the honest official is the one who gets shafted instead of the criminals because one good man can spell the demise of a lucrative trade for everyone else. Partly, too, I guess is that we've jailed people for bribery but never went after the bribers. The law penalizes both, but I've never heard of people who bribed officials go to jail. Thus, if you bribe one and he or she gets caught, often the vacuum is just replaced with a new person to bribe. It's a very serious criminal offense in the Republic. If you get caught.

Yes it is, if you were caught. You could be locked up in jail. If you are a foreigner and had a plan to bride someone please think it twice. Jail in the Philippines is hell. I honestly say this to foreigners intending to come and engage bribery. First you have no family to support you. You are unfamiliar to Philippine Laws. However, bribery is common and considered normal practice but usually done by the locals who knowhow to manipulate the situation.
