Yes, she definitely can if she has a valid tourist visa, that would be a sweet (and probably one of the best) thing to do. However, do make sure that she doesn’t exceed her stay beyond 6 months (or validity period of her visa). A tourist visa to United States allows the holder to travel to United States multiple times for the period of 10 years; however the stay at any point can not exceed beyond 6 months at a time, the holder needs to move out of country before that. Immediate re-entry is possible with a gap of 3–7 days, but then immigration officials can deny entry suspecting the use of tourist visa for immigration purpose. Hope this helps and she can travel to US soon!

Yes, assumimg she can get one. My wife (back when she was my gf) tried to get a tourist visa. Letter of invitation? Check. Good job, a degree, with enough savings to show she wasn’t a trying to be an economic refugee? Check. She stood in line for half a day at the US consulate (line is literally around the block). She was rejected. Acceptance is not assured – from what I’ve seen, most tourist visas from Filipinos are rejected. But if she does get it, of course she can visit you and travel anywhere in the USA for the time the visa is valid. Good luck!
