157 countries can enter the Philippines without a visa, so you most likely won't need a visa. Additionally, if you are a Filipino living outside the Philippines and is a citizen of a different country, you will also not require a visa. Unfortunately, if you don't fit into those two categories above, you can't enter the Philippines without a visa, unless you are just transisting through an airport in the Philippines to a third country.

As a foreigner, legally you can't, and, you cannot leave the Philippines without having a current valid visa, and having paid all the fines and previously unpaid visa costs, before leaving. Requirements for an ECC – Exit Clearance Certificate I've seen cases where this adds up to many thousands of pisos. Tourist Visa Holders can stay for 3 years in Philippines. You then do a flight out and back and start again, each three years.
