Yes we need. While India has granted visa on arrival facility to Filipinos in major airports, Philippines has not reciprocated this. Last time I went to Philippines embassy, I took my Filipino wife's Overseas Citizen of India card, which gave her lifelong visa free entry, stay and full rights equivalent to an NRI in India, and flashed in before the visa officer as to why I can't get similar document or a visa free entry. But she just smiled at me blankly. I've valid US & Schengen visas in my passport, which entitles me to visa on arrival in Philippines, but I didn't like to use it for two reasons. One the Philippine government is saying that I'm acceptable for VoA because I'm accepted by US & Europe only and not because of country to county relation or because I'm married to one of their citizens. Second I have to fly to Manila (visa on arrival is given only from Manila airport) from where I've to take a 4 hour drive to my wife's house, which is tiring. So I choose to get a visa in 2 days and fly to an airport which is just an hour away from her house.
