Tourists from Sri Lanka need a pre-approved visa to enter the Philippines and it is good for 59 days without possibility of extension. It is possible, but highly unlikely, to get an employee visa for your maid. Of course if you bring her and don’t get her the proper visa it would be a good way to get both of you blacklisted.

Yes, all foreigners are welcome in Philippines and she will receive an initial 30 day tourist visa which she can extend every 2 months for a fee. After 3 years she must leave Ph for min 24 hours then return and start again.
