    I have asked this to some local Pinoys who hushed me up on this quickly – and said not to talk about it in public. Then on the down-low, they said that the unspoken truth is that the shooters are hired hit-men who are actually Policemen themselves! But nobody openly talks about it.

    Having lived in the Philippines for many years, I've often wondered about this. I can only conclude that those in power (Police) and higher ups simply don't want the crimes solved: so they aren't. Also life is cheap in the PH, so local people seem not to fret too much over one or two lives lost.
