I suppose that it depends on your nationality, but for ‘non-visa nationals, like the UK or the USA, the time has recently increased from 21 days to 30 days. Any longer than that, you need a visa, or to apply for an extension in Intramuros Manila, in person (and nowhere else!). All of this presupposes that you were not born in the Philippines, when you can enter on your non-visa passport for up to one year as a balikbayan with evidence of your birth in the Philippines (your foreign passport is usually sufficient), and if your non-Filipino spouse travels with you he/she can also stay for a year – this is important because even if you qualify and your spouse is not there there is a lot of hassle to get an extension at Intramuros, not least just getting there if you are outside of Manila. I’m not sure how this applies to children under 18 years old, older children have to qualify in their own right. I used this balikbayan condition myself until I was awarded ‘immigrant’ status Aliens Registration (a nightmare process!!).

That information is readily available on the Philippine immigration website and depends in your nationality. As a UK passport holder, I get 30 days visa on arrival. If you wish to extend, you can do so easily by going to the immigration office in Intramorous, Manila, or any of the immigration satellite offices, a list of which is also readily available on their website. If you go to the main one I've mentioned above, make sure you're there at around 7am. If you do, you'll be done and out by 9am. If you arrive there at 9 or 10am, you'll be at the back of the queue and will be there all day, no exaggeration.
