Depends what is best for you. If you appreciate the very urban ambiance of Manila, like somehow closer to the vibe of bigger cities like New York, Jakarta, Los Angeles or Chicago. Sure thing. If you’re into a Hawaii type of ambiance, then probably Cebu is for you. If you’re into wild and crazy stuffs around you, a type of city that is smaller but also offers a lot, especially for foreigners, perhaps Angeles is the answer. If you prefer a city that is colder than all of these and a more relaxed scenario near the mountains which is also an adventure for you. That would be Baguio. If you’re also into a city that has a mix of both rural and urban vibe like Amsterdam’s. Cagayan de Oro would be my answer. Food and water adventure starts here.

“Best” is subjective. Manila has everything, comparable to almost any major city in the world: food, shopping, nightlife, arts and culture. All multinational companies are headquartered here. There’s lots to do and see, more than any other city in the country. And there are plenty of sights just outside the city you can go to. It’s definitely worth a visit, but would you want to live there? The Philippines has far more livable cities than Manila, ones that are not too congested or polluted but still offer the same amenities the capital would. Your options may be a little more limited in terms of things to do mentioned above, but your quality of life would likely be better and your cost of living would be lower. Puerto Princessa, Dumaguete, and Cagayan de Oro are beautiful coastal towns that still maintain the balance between provincial and city living. They have lots to offer, almost as much as Manila. The only way to determine which is best is to find out for yourself.
