These are the case for most of the developing countries. The space is expensive and limited specifically on urban areas like cities and residential areas that are close to the cities. These were not really the case before in the 80's, but due to culture, when parents own a huge lot and they have 5 children they will divide the lot to their 5 children and so on. Since the lots became smaller & smaller, the setback and easements requirements where ignore. Our building codes requires us to provide 4 setbacks but if your lot is so small you are allowed to have atleast 2 setbacks so both sides will become firewalls and ony your front and rear have setbacks. These then results to cities became densely populated. So back to your question, Why are houses here so close to each other? My answer is due to limited space, also the land here is expensive. Second, the Building code allows this.

It is the culture. There is no controlled behaviour of relatives building semi detached houses in parents lots. The council has no active roles in regulating the building of new houses. No drainage or sewer system at all. The old system of personal hygiene and cleanliness is still in there; especially in the inner part of the town. Though there is existing national building law, it is not being followed for lack of resources or not being resourced at all by the National authorities.
