Can a Civil engineer design a house, both interior and exterior, if he is skilled to do it in the Philippines?

    I don’t know about building codes in the Philippines, but in at least two states I lived in in the U.S., an engineer can sign off on houseplans, but the building codes and specifications have to be met. For instance, in the state of Florida, counties right on the coast have stricter specifications for hurricane resistance than counties in the state’s interior. A civil engineer would know load specs on a bridge, but would they know rise and run of plumbing drains?

    If he’s confident that he can do a good job, he will do so, no matter where he is from or has been educated.
