Why do many expats living in the Philippines think they know who is best qualified to lead the Philippines?

Not an expat, but here's my best bet: Foreigners who come to the Philippines are more likely to be from a nation that is more developed than our own. They are in a position to compare, see what is missing, and form opinions based on that unique perspective without the baggage of biases that we, as citizens who are entrenched in a very unreliable but popular system of personality politics, have. In fact, in light of our recently concluded presidential elections, I thought most opinions from non-citizens grasped the problem with a Duterte presidency much more than his supporters will ever be able to—even for issues as simple as justifying the murder of children and journalist for the perceived greater good, or the power of words on issues such as gender discrimination. I mean, I've never been to America, but I don't think I have to go there to be able to form an opinion that Trump would be a horrible President. We live in the age of information after all.

Well if you are asking why foreigners have opinions on who should run the nation, or how it should be run, I suppose my answer would be that people always have opinions and if freedom of speech is something that a nation feels is important, then they are entitled to them. Foreigners that live in the Philippines are affected by its governance just like the natural-born Filipinos, so it would seem fairly natural to me they would have opinions on its leadership and policies. Now, what's important about this is to seperate opinions from action. Foreigners can't vote, nor should they be able to. The long-term decisions and direction of nation are up to its citizens. In this case, the natural-born Filipinos.
