Brilliant idea! I have a friend in the US. He is now working there. When he was entering college, his Mom discussed with him that option of finishing college in the Philippines. He did just that. He went to Ateneo. Had a great time. Met lots of friends. Had a girlfriend. Saw lots of beautiful places in the Philippines. He also was able to really immerse in his roots in the Philippines. After graduating, he went back to the US. He is now working there. Best of all he has zero student loan. His other American friends finished college in the US stuck with the burden of the student loan.

Why not? Sounds like a great idea. I don’t know what the out of country tuition is, and of course as in any country, or even any state in the US, there are better and worse institutions, so a little research is warranted as to which particular one. However, I can still remember managing a computer lab while in college in 1990 and a student asking a Teaching Assistant some physics question. The TA, from the Philippines, pulled out her Physics Textbook she had used in Manila to look up the answer – the same textbook I was using in the US. So in general, you will likely have a lower cost of tuition, certainly a lower cost of living, and you should get essentially the same knowledge put into your mind. The rest is up to the student as to how you apply it. And as for moving back, you can of course. You can also move on to a third place too!
