You did not say if you are a citizen. If you are, you can marry her and get a fiance or spousal visa, depending on when you get married. It will cost about $2500 in filing fees it you do everything yourself. Add $6000 for a lawyer if you need one. Add her travel and transportation, of course. Also add 50–90% of everything you own and your earnings for the rest of your life if her only interest is a visa. She will divorce you as soon as she gets a green card and then sue for alimony. That is the case with most online romances of this type.

The best way to get her to the states is to marry her. More often than that, that’s the best way and that will get her a green card. She can apply for a B1/B2 visa, but that will depend on her ties from the Philippines. If she’s working, she has a bigger chance to be approved by the embassy. However, being single lessens the chance for her to be approved because the embassy assumes that you’re going to the USA to find a man and get a green card. I had a friend once who is single and has a job in the Philippines but was denied because of the fact that she is single. Also, financially, she should be able to support herself… probably have 3,000 dollars in her bank account. I’m now a green card holder and my mom was the one who petitioned for me, she spent around 600 to 800 dollars for it.
