Agree withall answers here. But to give you a more detailed idea: If you open a dollar account, requirements may not that be stringent. But for PHP accounts, one hurdle most foreigners encounter is the Alien Certificate of Registration ID Card (ACR I-Card) which is normally issued to those with long term visa. What most do not know is that it can also be issued to temporary visitors (tourist visa holders). The catch is you will need to manifest an intention to stay for more than 59 days by applying for a visa extension. The Bureau of Immigration will then issueyou (sometimes upon specific request) an ACR I card for tourist. Most banks would normally accept this. Hope this helps.

Doesn't hurt to go to a bank and try. I suspect they will at least ask for some IDs and some way to verify your current address. Bring some utility bills if you can–most local banks will require a local address showing that you reside locally. If you have got an HSBC premier relationship, you should find it easy to open an HSBC Philippines bank account.
