It depends on tthe size of lot you want.. for a 4 person about 200 sq meter would be a reasonable size. Lot in a nice neighborhood will get you 15,000 to 20,000 perr sq/m thats about 3–4 million pesos. Construction work can get you 25,000 to 35000 per square. If your going to build a 2 storey house with floor area of about 200sq meter thats about 5–7million. You would need around 11,000,000 pesos for a decent house. It will be cheaper to build a house than to buy a house

The condition on your question is very vague. There are a lot of factors needed in order to get an estimate of a house for a 4 person. Some of these are: Location of lotTotal floor areaTypes of materials used.Current price of material in the market.Design requirements, etc.
