Can I get a Philippines visa from a country outside of my home country?

    I think the general answer, not just specific to The Philippines, is ‘yes’, if you have time on your hands. Your passport would likely need to be sent to your country of residence by the PH embassy in the USA. As a Brit, visiting Qatar, I could only get a visa to India if I gave them my passport, and waited 2 to 4 weeks, whilst my passport was sent to, and returned from, the UK. I suspect that is the case for all countries.

    You can try at the Philippine Embassy website for that country (i.e. USA). Some countries are allowed to apply at the embassy.
