First of all, there is no such thing as ‘visa-free’ in the Philippines for the American citizens. Its called ‘visa on arrival’, which means there is no need to apply for a Philippines visa before arriving there. The visa is granted automatically upon arrival to the Philippines. Secondly, there is no penalty from the American government if you overstayed in a foreign country. If you are worried about the penalty from the Filipino government, then just be sure to renew your visa before it expires, otherwise there will be penalties. One time I stayed over 12 months in the Philippines. Its not cheap to renew the Filipino visa. Some people even opt to go overseas, briefly, for less than a day, and then return to the Philippines, just to avoid paying the hefty visa renewal fees in the Philippines.
