There are already good answers here. However, to encourage further: Those who work in the government and manage to retire here, whether as scientist or simple worker, can rake in retirement pay/benefits of More than a million pesos. A scientist and /or some top level people would earn more, on that day. And given the moderate-to-simple cost of living here in the country, that prospect can entice one to stay if he/she doesn't fancy traveling abroad and staying there, for good, in spite of high COLA or cost of living allowance.

A Science Research Specialist 1 at the Department of Science and Technology earns PhP21,436.00 per month. It could go high to as much as Php26K to 28k due to benefits if the Scientist is holding a plantilla/permanent position. If the Scientist is a contractual, her monthly salary is Php26,o00.00. Now this is what the government gives to its scientists. I think it's four to five times higher in private companies. My colleagues have had offers from private pharmaceutical companies but they turned them down because they love the working hours. We are not paid for our over time, but we do get flexible office hours so it is easier. The work is stressful and you always have more responsibilities that those working in private companies. But people are happy.
