Is moving to the Philippines with an infant on a retired pension advisable? What about living on a military disability pension?

I think you should turn the question round and ask yourself, why would I want to move to the Philippines with an infant, trying to live on an army disability pension? Once you start answering that question, things might become clearer. Yes, you can move to the Philippines and living on a n army disability pension should make you financially better off in any case! I am pretty sure the beautiful surroundings, the great weather and the friendly people go a long way to explain the feeling of being permanently on holidays will be painting a very tempting picture. I am also convinced, that, at first, you will be totally enchanted by the “easy going” attitude displayed by the locals, even if the total disregard to time keeping will annoy you a little. Depending where you plan to settle, you will find the Philippines generally a very safe place, as long as you stay away from the obvious places of trouble, like Manila and the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), previously known as the Autonomous Region in Muslim Mindanao and especially the Sulu Islands. However, considering the future of your child and the potential need for healthcare services might let you reach another conclusion. When choosing a place to settle, you should look further than just natural beauty. You should consider carefully that shopping centers and medical care is within reach, especially if you or your partner is fragile, which your reference to an army disability pension lets one conclude. Being, due to own circumstances, familiar with the Filipino culture, I assume, maybe wrongly, that you are a Filipina, who has married a foreigner. Assuming this to be correct and having, as you say, got an infant with you, you also have to very carefully consider, if you really want your child to be brought up within the totally inadequate education system of the Philippines, condemning your child to grow up in the environment, you did all to escape. Having said all that, I would go for it, as I feel the positives outweigh the negatives!

Well your money will certainly go a lot further there but I would be careful where I settled. Some areas are not stable and you do have some Muslim terrorist groups there who are pretty active in certain parts of the country. Health care and the availability of it would be another major factor to consider and keep in mind also. Good care is not readily available every place there like what you find throughout the US and especially specialized health care if you develop a need because of something like cancer for instance. I would also not consider it unless you also learn the language. Crime is very high there and not knowing the language really puts you at a huge disadvantage in many ways and easier to be victimized.
