How would a person move from a western / developed country to the Philippines? Jobs, housing, schools, driver’s license, ID, etc. it seems difficult and confusing.

    As someone who left the US 35 years ago and not regretted it for a minute, you must prepare for such a move. Decide where you are going to go and research it. You must make sure you have education and skills that will create a demand for your employment. Learn the language, make contact with companies that might hire you. In Mexico, for example, it is fairly easy to acquire a Resident Visa if you have a legitimate job offer from a Mexican company. Once you have employment and legal immigration status then you will have the documentation necessary to open bank accounts, apply for a driver’s license, etc. The key is to be as legal as you can be in order to avoid any problems. Sometimes hiring an attorney with experience in this area is a good move. If you have education in the US, you will want to be sure to acquire and take with you the documentation necessary to validate your degrees in another country. You can help prepare yourself by talking to other people who have made the same move. Every year many US nationals leave the US behind, if you are prepared for it, it can turn out to be the best move you make.

    Well, if you move inside USA its practicaly the same. Just that you dont have to battle with a strange language. Easier to inform yourself how things are done in the new place.
