China does not operate it Its underground operations by unscrupulous businessmen offering untested treatment such sa recently on COVID treatment In Philippines it does not happened without the knowledge of authority and politicians and in partnerships with them. Same as in the old days in USA. In Las Vegas at that time they have underground casino catering to the rich gamblers and providing them free accomodations and other incentives including drinks and companions. Philippines also has illegal gamblings in partnerships with the authorities and politicians. Earning in this hospitals is not as big as the gambling dens operated in partnerships with the authorities. That’s were the money is.

Answer: China operates secret hospitals, convenient stores, drug stores, SpA, sex dens, parlors, gambling dens, Online businesses, etc. with the intent of catering to their citizens in the country. The truth is these illegal businesses are also proliferating and have targeted Filipinos for money. That’s pretty much how Chinese businesses came to the country and most probably in the world. You can check the small Chinese stores in Binondo how these businesses grew.
