I’m a Westerner retiring early in a rural part of the Philippines. Will I be happy with my child in a rural Philippines elementary school?

No, you will not. I attended such rural Philippines elementary schools for my entire primary school years. I was somewhat lucky in that I spent grades 1–3 in a university primary school (my parents worked at said university) so the standards were generally much higher as all the children of the faculty attended the school. Also my parents were university professors. I attended grades 4–6 in a completely typical rural elementary school where all the poverty-stricken children from the surrounding area studied. It was over 30 years ago but I’m pretty sure I learned nothing in that classroom. Another answer references science high schools. After my non-educational primary school years, I went to the Philippines’ pre-eminent science high school. It was very educational. Assuming your child can get into a nationally-funded science high school, I believe they would get pretty good education (US high school level). The top graduates from my high school all end up going to universities like MIT and Stanford.

Which city exactly? Some cities have great Science High Schools. If there's none, there are good affordable private schools at 500 to 700 USD per year.
