As of mid 2017, I would place the position to Philippines for this question, based on the much higher GDP per capita and the same HDI score (technically, Vietnam is higher by 0.01 point but let’s not splitting hairs here). Philippines is also better for expats to live due to their policy to use English as official language. People can settle there without worrying about language barrier as much. The university education of Philippines is not very high but at least they are recognized, unlike Vietnam’s education system. But I think Vietnam will surpass Philippines in 5 to 7 years in almost every indicators, if not all. In my opinion, Philippines government didn’t perform as good as they should, while Vietnam government did better than what people give them credit for.

I think the Philippines is better. The Philippines is not economically worse than Vietnam, with a population of at least 30 million more than Vietnam. Its GDP per capita is slightly higher than Vietnam. In the 1990s, it was still one of the four Asian tigers, but its military was not as good as Vietnam. Not only does the Philippines have a large population and a small population, the grain output is low, and the storms return frequently. There are a large number of anti-government armed forces and guerrillas in the country to deal with. There is no spare money to purchase new equipment. Each local government of each faction is almost independent, and the power of each family is not weak, making the country look not small, but the resources that can be mobilized are very limited. 1. In 2017, the GDP of the Philippines was 321.1 billion US dollars, and the GDP of Vietnam was 215.9 billion US dollars. The Philippines is 1.49 times that of Vietnam, and the Philippines leads 2. In 2017, the per capita GDP of the Philippines was 3117.5 US dollars, the per capita GDP of Vietnam was 232.9 billion US dollars, the Philippines was 1.34 times that of Vietnam, and the Philippines took the lead 3.
