Find a place near the City hall as that place has the greatest number of the basic establishments that you would need to go to on a regular basis (fast food chain, drug and grocery store, hospital, school, public transportation, etc). I used to live there for two years when I was teaching and I would have to say that it isn’t as dangerous as people might like to think.

Lived there until I was about 23. It’s relatively safe. Safer than most areas of Metro Manila. Thankfully, the mayor of Navotas City fixed the drainage system around 4 or 5 years ago so flooding is not anymore a major concern (at least from the Barangay where I lived, called San Jose; I don’t know about those areas nearer to the sea) The only downside is that most roads are narrow and are designated one-way roads. Because of this, taxis are discouraged to go inside. But I heard (not confirmed to be true though) that a bridge to Malabon City (east-side neighboring city) is being constructed now at the northern edge of Navotas, so it might change in the future. If you’re near the main road called C4 (Circumferential Road 4), either Barangay Sipac Almacen or North Bay Boulevard, then I think it is fine… Just don’t wander too much in the “Agora” area because I heard that’s where most of the dangerous people are. You can always take a cab going to Manila (down south), or ride a bus going east leading to Monumento all the way to Quezon City. Take this with a grain of salt, as I’m only saying this based on my own experience. Mileage will always vary.
