Because Manila was originally planned by an American architect, Daniel Burnham. The said architect was also the master planner of our Summer Capital, Baguio City. Like what I’ve said in one of my answers, the districts of the City of Manila south of the Pasig River was designated as a business district wherein embassies, consulates, offices, banks and international headquarters are intended to be located, while the districts of the said city north of the Pasig River is intended for commercial and trading purposes, wherein goods docked at the Port Area are distributed and bartered by small scale businessmen. That’s the main reason why the southern districts look much cleaner and organized than the northern districts of Manila. I just have to correct the guy who posted ugly photos with what he showed in his answer. Clearly, the question is asking for Ermita and Malate. These are southern districts. The photographs he showed was the slums at Tondo, which is part of the northern districts. It is expected that the northern districts would be messy and disorganized, because this is where many informal settlers flock to take advantage of the flow of goods that are widely distributed in the northern districts, thanks to the Port of Manila, located near the mouth of the northern end of the Pasig River. Most of those slum dwellers have their mini businesses near Blumentritt, Divisoria, Quiapo, Recto Ave, Santa Cruz and Tayuman, while most of these people have their homes in Tondo. Anyways, it’s understandable. Maybe he haven’t been to Ermita or Malate before.
