I recommend you take a look at Cost of Living Index by Country 2015 Mid Year, it's a very comprehensive list of countries by COLA. You can sort by continent, rent index, local purchasing power, grocery index, or consumer price index. Just from a casual perusing, I think some good bets would be Moldova, Macedonia, Tunisia, Albania, Georgia, Romania, Hungary, or Poland. These countries are all pretty isolated from violence, have very low costs of living, and should have a somewhat large portion of English speakers. In the past, it was probably easier to immigrate to many of these nations (now they're a bit swamped with Syrian refugees), but you could probably still get in. If not, you could try pretty much an South American nation – Peru, Colombia, El Salvador, and Bolivia are very cheap places to live and Brazil is apparently very immigrant friendly. You could also try the Asia or Africa. Really, everywhere besides Western Europe and other highly developed nations is going to be relatively inexpensive to live in.

It's hard not to give the Philippines serious consideration. I've been living here full-time for 10 years now, I'll likely never move back to the USA. Cost of living here is at least 40% cheaper than the US. Quality of life is great, especially for a foreigner who is respectful and flexible. English is widely spoken and an official language of the country, Immigration rules can be very simple including several different, very simple routes to permanent residency. No income tax on earned income from abroad, huge earned income tax advantages for US citizens. Total freedom from Obamacare for US citizens who live here. And, it's fun.
