In the Philippines typhoons are becoming almost as strong as tornadoes. Flooding and storm surges are becoming more prevalent. So you need to a lot of reinforcing steel bars and concrete. The house also needs to be elevated. One bag of cement is 200 php = 4 usd. 2.2 kilos of steel bar is 100 php = 2 usd.

The cost of construction of a middle class type of house made of concrete is between P25,000 to P30,000 per square meter. Land price in Metro Manila usually cost more than the house itself.
