Offhand, two places come to mind. Dumaguete City in Negros and Baguio City. Dumaguete City has been called the “city of gentle people” for a good reason. People are generally nice and helpful and if they know you’re a visitor, they go out of their way to help you find your way around town. That goes for Baguio City as well. I’ve heard that Sagada (several hours away) is even friendlier and the general population speaks in English aside from Ilokano, because of a deep rooted heritage of being taught the language by missionaries that has carried over to this day. Generally, the people in the provincial areas are much nicer and friendlier than their urbanized counterparts. But you’ll also find unsavory characters there, if you stay long enough. There are just more of them in the congested cities of Manila, which is why people tend to be harsh.

I’m biased because I live here but Cagayan de Oro has to be near the top. AKA “City of Golden Friendship”. This guy dubbed “Kulas” video blogs based in this city – BecomingFilipino
