I cannot answer the first question as the definition of developed country is not straightforward. To answer the second question, the Philippines officially has universal health care but in reality public hospitals are short of funds, staffing, and supplies since many of the people covered by the universal health care have not been contributing to it. You can go to a public hospital and they will try to provide primary or emergency care but will ask you to buy medicines yourself. Most middle to upper class people will go to a private hospital for their medical needs.

Question: How can Philippines be a developed country like South Korea? Answer: You have to be like South Korea. Home of one of the largest US military bases in the world. Question: How can Philippines be a developed country like Canada? Answer: You have to be like Canada. The number one supplier of oil and gas to America. There is only one way to be a rich country in the world. You have to do business with America. You have to give America SOMETHING of real value. Japan gives electronics. Korea gives military base. Canada gives oil and gas. Saudi gives oil. Israel gives intelligence and technology. SOMETHING of extreme high value. So if the Philippines want to be rich, it has to provide America something better than bananas.
