How much is the average cost of living in Subic Bay area Philippines? I’m planning to move there this year. Hoping to get a townhouse/ or 1 bedroom condo with garage and stable power and internet connection

You are looking at one of the most expensive areas of the Philippines to live. I am going to say that you are more likely going to be happier with a lower cost of living if you just look for some place in Florida. If you want to live in the Philippines on a fixed budget don’t try to do it living like a pampered foreigner.
