To get the hard data, what you want to research is called "Purchasing Power Parity" or PPP for short, I was running the numbers on this a while ago actually… these are probably about 8 months out of date, but I'd assume still fairly useful, in US Dollars, from best to worst purchasing power: Argentina 2.12 / Bolivia 2.01 / Bulgaria 1.95 / Vietnam 1.89 / Thailand 1.69 / Indonesia 1.64 / Poland 1.64 / Peru 1.53 / Philippines 1.5 / Mexico 1.45 / Panama 1.41 / Belize 1.39 / Colombia 1.32 / Chile 1.3 / Estonia 1.23 / South Korea 1.22 / Slovenia 1.11 / Portugal 1.1 Another great way to get tangible information you more easily relate to is to look at cost-of-living comparison sites like Expatistan and Numbeo where you can compare cities side by side:http://www.expatistan.com/cost-of-living OR http://www.numbeo.com/cost-of-living/

I can't talk about the highest in the world, but this happens within a country. For example, I know IT professionals who collect salaries/rates comparable to their peers in SV or NYC, but work remotely in low cost locations such as the midwest or south. This is a pretty good example of geographical arbitrage. Since we're moving towards a borderless society, I'm pretty sure that same IT professional could work remotely in Argentina where the currency devalues on a daily basis, while they are continuing to earn their compensation in US dollars.
