You can live in the Laguna area. It is about an hour by the South Luzon Expressway. Foods are reasonably priced. Lots of eat out serving cuisines all over the world. You can opt for Quezon or even Bicol provinces. They are few hours from Manila. No crowding. Rent is cheap. Foods are fresh and cheap. You can even grow them from your backyard (real estate too is cheap). No shortage of fresh water drinkable from the tap. Fresh air, unspoilt beaches and laid back atmosphere. Pretty much of things a retiree can ask for.

A common place for even squatters to buy and build homes is Cavite. The price of houses is significantly lower than the metro yet still close enough that it’s not a huge inconvenience. I lived in Cavite and rented 2 houses at the same time for 10k/each. These were high-end homes and in a large gated community, and this was an expensive area of Cavite. I also lived in Zamboanga City (as mentioned in the post by Jaime Angela) and paid 18,000 for a single house of the same quality and caliber as the two that i had in Cavite. This was also not in down-town but fairly far out of the city central. Cavite provided SIGNIFICANTLY higher standard of living and quality housing than Zamboanga City for the same price-range. I’ve also lived in metro-cebu, and all over metro-manila. If you want to be near civilization but at a very ‘cheap’ fee, cavite is your best bet. Your next best bet would likely be bulacan, or pampanga (north of manila). Mindanao has some cheap places sure, but the quality of living drops significantly and your risk of terrorism and danger skyrockets.
