Alabang is probably your best bet. There are large gaited communities there with large houses (not a condominium). The crime rate there is relatively low by comparison to surrounding areas, it has one of the fastest available internet connections by all providers just like Makati and The Fort (no condominium with low crime rate rules those 2 places out), and it’s accessible to Metro Manila, technically still being a part of the metro (albeit on the outskirts), any further and you’re no longer metro, buses, and jeepney’s go all the way to Alabang, Taxi’s are a bit more hesitant but they still do it much more readily than say anywhere in Cavite. If you had not listed (not in a condominium) I would have said The Fort Bonifacio Global City in Taguig as it is really VERY high-end there it almost feels like a different country somehow isolated. Outside of the condominium and mall areas you’re basically just in regular Taguig and you rule it out based on Internet Connection speeds, and Safety. Personally if i had the money, I’d love to live in a condo like Uptown Condominiums (above Uptown Mall) in Fort Bonifacio. I would choose that over alabang for a plethora of reasons, but if it had to be a house, Alabang is probably where it’s at for all your criteria.

Most of the rural areas are good except for southern regions of Mindanao. Just avoid big crowded, noisy dirty cities of which there are many. Any city with an airport is usually crowded and unattractive, as a golden rule.
