When it comes to infrastructure development and maturity of business friendly practices, they do have some hurdles to cross. Not that it cannot be crossed, the Philippines is doing a good job increasing social mobility amongst its middle class and lower income groups. Where human capital is concerned, they aren't all that far behind Singapore, Malaysia Vietnam etc. They produce a lot of engineers and IT professionals as well as being one of the region's top producers of healthcare professionals. Walk into a hospital in Singapore and not uncommon to see overqualified healthcare professionals from the Philippines. Their ability to churn out professional engineers outpaces Vietnam because they have been at it longer. Take a stone, throw it at a shipyard, you'll easily hit 5 naval engineers from the Philippines. From the 60’s to early 80’s they were the jewel of ASEAN nations because their development was ahead of everyone else. Then Marcos happened.

First of all, the Philippines is ahead of communist Vietnam in all measurements. Vietnam’s current GDP per capita is just 2700 USD, which is like the Philippines in 2013. It’s like Indonesia in 2011, So the Philippines is 9 years behind Indonesia. It’s like Thailand in 2006, So the Philippines is 14 years behind Thailand. It’s like Malaysia in 1993, So the Philippines is 27 years behind Malaysia. It’s like Singapore in 1979, So the Philippines is 41 years behind Singapore. It’s like Brunei in 1974, So the Philippines is 46 years behind Brunei. Indonesia's current GDP per capita is 4163. It’s like Thailand in 2008, So Indonesia is 12 years behind Thailand. It’s like Malaysia in 1995, So Indonesia is 25 years behind Malaysia. It’s like Singapore in 1980, So Indonesia is 40 years behind Singapore.
