No. A valid passport is required for most foreign citizens, including Filipinos. However, you don’t need a visa if your stay is for business or tourism and up to 30 days.

The answer to your question is as simple as do u bare naked in public. No offence but it a fairly common understanding as Singapore is not part of Philippines. Hence you definitely need a passport to travel from 1 country to another.
