I’m an American citizen marrying a Filipino citizen in the Philippines. We’d like to honeymoon in the USA after we marry, then we we return to live permanently in the Philippines. What sort of visa should she apply for?

I don’t think this will be possible. Your best bet is to set her up as an established filipino with deep and strong ties to the Philippines like property ownership bank account, a business etc., and get her a tourist or visitor visa. This might work but if you get married to her before you apply then you will probably be shot down. other than that you can apply for your girlfriend to come to the USA as your fiancee or get married and apply for a full immigration visa for her to the states. don’t ask me why , that is just policy. I tried to do the same with my girl but was denied until I applied for a full immigration visa for her to the states, then I was approved.

The tourist visa is the proper route. However, likeliness to get one for your wife is very low. Filipinos get their tourist visas denied all the time. You need to show your roots in the Philippines. House, car, apartment, job, her job, letter of vacation from her employer ect… The US Embassy will gladly take your money and then deny the visa. If they think you are doing to avoid doing a spouse visa then they most likely will deny.
