I've lived in the Philippines going on 5 years, you didn't say what country that you are coming from but i do know if it's a western nation then the answer is no, you do not have to show a bank statement to get a visa. Actually you don't even need a visa to vist the Philippines, you may stay up to 30 day's visa free. Then renew for a 29 day extended stay for a total of 59 day's. After that you must get a visa and it's only a matter of filling out the form and paying the fees.

Whether they check or not but they insist to come with bank statement, this is just for them to make sure you have been residing in the country and made some financial activities in the account. They will ask as a secondary question if they are not convinced with preliminary answers.
