Apparently yes, you need a lot of money, or a government employee (I do not know why a government employee passed the visa interview) , or a valid reason that you won’t stay there illegally. Also, apply for a proper visa classification so you will have a higher chances to get accepted. The U.S. embassy knows your records even here in the Philippines.

Difficult but not impossible. The Philippines has a large number of overstays, (tagu n taguan). Fill out the application, appear for the interview, tell the truth. Suerte!
