It's a difficult question, as the Philippines is a country, and Bali is an island/province of Indonesia. So you are not strictly doing an apples to apples comparison. Bali is quite different to live than the other islands that make up Indonesia. I have already answered a question last year in relation to comparing South East Asian countries to retire in. It all depends upon your requirements in terms of living. I would say the following in favour of the Philippines: A. It is easier to retire in the Philippines as the financial requirements for a visa are less than indonesia. B. Cost of living is less (than Bali) C. Generally english is spoken more here, although Bali enjoys a good capability for english, more than the rest of Indonesia. D. Not as touristy I would say Bali has the following in its favour: A. Most western goods and services and entertainment are available as it's a tourist island B. Infrastructure better than phillipines as a whole C. Food is very good D. Transport links very good E. Medical services pretty good..(need insurance) but still not as good as fully developed countries F. Road infrastructure G. Variety of Culture H. Only minor crime I. Weather bbetter.. (no tornadoes, cyclones etc) Things like corruption, traffic congestion, cleanliness, crime difficult to compare between a country and an island/province.

Both, are cheap south east Asian, Bali, is a great place and if you are hip and alike a more chilled out vibe. It has a high nomad population and has some great cafes. The Philippines, is also a great place has some of the worlds best beaches and islands. The people speak English, and are among the nicest people in the world. An expat is some who has a job in that country and I would say being an Expat in Manila, (BGC and Makati) is a lot better place as more job and it is alot more business like. While, if you are a nomad, that is working from a lap top Bali would be a better place as the Internet is faster and have more nomads.
