What’s your recommendation for the best/cheapest place for US expats to live in the Philippines? We’re in touristy Baguio, and have also lived in QC.

My plan is to find a quiet, beautiful place on the ocean, within an hour’s travel of a major city. That will be (for me) the best of all worlds… easy enough access to a city when I want it; but inexpensive, scenic, peaceful. Not Manila, for those criteria. Go an hour out of Manila, and you’re still in Manila. Another couple hours out, and it’s still pretty crowded and hard to find anything scenic and affordable both. Cebu is pretty great, it’s a major city with plenty of expat population, but there are dozens of resort-like day-trips you can take, on the island or by short ferry ride, so there’s a lot of easy and inexpensive exploration you can do from there.

If you are expats then presumably you have jobs and an office to attend, so your employer will effectively dictate where you live. If you are immigrants and have no jobs to attend then you are free to live anywhere: I would suggest Sagada, so long as you do not need to live near to a hospital.
