Quezon City became the capital in attempt of President Quirino to urbanize it. Quezon City and Manila share a boundary and making QC the new capital has decongested Manila and allowed the Metro to expand. Manila became the capital again 1976 just after a year of creation of “Metro Manila” – a conglomeration of multiple cities including Manila, QC and the surrounding cities. Here are the reasons behind why it was reinstated as the capital by Marcos, copied directly from the Presidential Decree #940 of 1976: WHEREAS, Manila from time immemorial has been the seat of the national government of the Philippines; WHEREAS, Manila has now become a popular site of international meetings and conferences; WHEREAS, the City of Manila has modern transportation, communication and accommodation facilities and all the other physical attributes of a modern city;

We must understand that Manila has been the capital of the Philippines ever since the Spanish ruled it. Quezon City was a dreamt concept where all government offices can be located. Think of why Batasang Pambansa (National Assembly) is in Quezon City. However, no matter how many government institutions were built and based in Manila, the Malacañang in Manila continued to act as the President’s office and residence. Furthermore, Metro Manila (which incorporates Manila and Quezon City with other nearby cities) was conceptualised and the existence of a bigger city really meant no difference if it were in one city and thus, it was moved to Manila because of its political history and it was less of a mouthfull for foreigners.
