Philippines is even a poor cousin of its neighborhood settings: Cities like Manila are behind top cities of say Malaysia.Regarding standards being equal to the west and cheap too – Yes we have a possibility, with Filipino diaspora well entrenched in US/Canada service sector. Hotels/Hospitals catering to "Medical Tourism" certainly must be cheep 'comparable' to West for certain situations. But don't expect much from few thousand of Filipino islands that constitute this nation.

The Philippines does NOT generally have a high standard of living. It’s only high standard for a 3rd world country. Most of the major cities you go to is a dump and filthy. You may reside in a high end condo or high end subdivision but the rest of the surroundings are filthy as soon as you exit the residential grounds. Too me, that is not a high end standard of living. You might find a place like Makati tgat is cinsudered ‘high end standards’, but it's completely over crowded with smog choked air and filthy. Makati is considered a high standard of living area of Manila. However, you can find decent malls and what filipinos consider higher end retail stores, which charge the same price or more than U.S. prices. Remember, many ‘higher end” products are imported to the Philippines. I think the people who state that the Philippines have a low cost of living but have a high standard of living are either indigenious Filipinos or expats who have not lived a high standard life and without much income. The Philippines can Not be compared to western standards unless you compare the Philippine’s most expensive city to a poor city in Los Angeles county, USA Just my opinion though.
