    Philippines governing structure is very centralized. All the best resources are diverted to the capital, Manila. Manila has more than its fair share of top schools, hospitals, companies, opportunities. The result is Manila becomes a magnet that sucks resources and talents from all over the country. In fact, the families of most provincial governors and city mayors live in Manila. It is common for such a city mayor to spend 20+ days a month in Manila and return to his city for a few days to sign documents. If most of the political and economic elites live in Manila, what do you think they will do? They will just continue to invest the bulk of the budget in Manila! And people from opportunities-starved places will have no choice to go to Manila or work overseas as Overseas Filipino Workers. If your main concern is economic return, buy a house in Manila (40,000–300,000 peso per sqm of land). Cebu is also not bad as prime land is only ~30,000–40,000 peso per sqm there. Unless you have insider tips on the next investment hotspot from the cabinet, or else only invest in land in these 2 cities. If you prefer a good view, then get one in a place where you love the view and environment. If you are buying condominiums, only buy Manila! And preferably the prime areas. Avoid those 80,000-100,000 peso/sqm condominiums in Cebu, Davao, Pampanga. The land value and economic density of these places do not justify such valuations for condominiums.
